The Football League have said Rotherham United have yet to submit a complete application to start next season at the Don Valley Stadium.
Rotherham have also been told they must agree to be back playing in their home town in the next four years.
The Millers must also pay back the money owed to all of their creditors.
Rotherham have said they have sent all the relevant documentation back to the Football League and are satisfied all the criteria has been met.
