Doncaster have completed the protracted signing of Manchester City defender Matt Mills on a three-year deal for a club record £300,000.
The 22-year-old centre-back spent much of last season on loan at the Keepmoat making 44 appearances.
He said: "It's been a long process, but there wasn't really a decision for me. After the play-off final I always wanted to come back here."
Meanwhile, defender James O'Connor has signed a new three-year deal.
Mills is Doncaster's second new signing in two days, following the arrival of Dutch defender Jos van Nieuwstadt on a two-year deal.
