Rotherham United chairman Dennis Coleman is facing a ban from becoming a director or holding a 30% share at any Football League club.
Under Football League rules no-one can be part of two insolvency events at a club, but this has happened at the Millers under Coleman's reign.
It means if he was to apply to become a director in the future he would fail the 'fit and proper persons test'.
The Millers went into adminstration last month and were docked 10 points.
Coleman took over at Millmoor in March 2006, just before the club was forced to enter into a Company Voluntary Arrangement to ensure it survived.
However, this current administration constitutes a second 'insolvency event' while Coleman has been on the board, meaning if he applied to the Football League to become a director at any club he would fail the test.
