Rotherham continued their strong start to the season with a narrow win over Hereford, thanks to Paul Warne's goal.
The home side had the best of the early chances and Rotherham goalkeeper Andy Warrington did well to keep out James McQuilkin and Sean Canham.
Warne gave the visitors the lead against the run of play when he headed home an Adam Le Fondre cross.
Hereford pushed for an equaliser and should have had one when Stuart Fleetwood fired wide from close range.
Hereford manager Simon Davey told BBC Hereford and Worcester: "As soon as they scored their goal I mentioned to the referee they were going to try and slow the game down.
"It wasn't until 25-30 minutes into the second half before he's booked somebody and with a multi-ball system that should never happen.
"The referee didn't handle it well - he has got three terrible decisions wrong."
