Rugby Football League chief Richard Lewis says Celtic Crusaders have a good chance of joining Super League in 2009.
Two new teams will be invited to join the league when it switches to a franchise system without automatic promotion and relegation.
"There is understandable interest in expanding Super League to South Wales," said Lewis.
"Celtic Crusaders will have to prove they have a robust business plan to justify being taken into Super League."
But Lewis is confident that monetary issues will not be an obstacle when Super League widens its doors to incorporate 14 clubs.
"It is not just down to geographical location, but there is a lot of logic in having a club in South Wales," he said.
"I think the TV companies will respond well and we are very optimistic we will get an increase in TV income which will help finance the two extra clubs.
"If clubs are not performing for any reason it needs to be possible to remove their license but they need to be able to plan for a three-year period.
"Celtic Crusaders will get a lot of TV money if they get a place so they need to be able to play a very active role in the League's activity.
"But the sport is very popular in Wales and all things being equal I would be supportive of it."
