Hayles also partnered Mark Cavendish to a 2005 World Championship victory
British pair Rob Hayles and Peter Kennaugh won silver in the madison race at the World Cup event in Beijing.
The British duo finished behind Australians Glenn O'Shea and Leigh Howard on the Olympic track.
O'Shea and Howard, riding for the Toshiba trade team, were the only pairing to gain a lap on the field.
Hayles - who won Olympic madison bronze in 2004 with Bradley Wiggins - came sixth with Kennaugh, 19, in their first race in Colombia last month.
The duo were part of a five-man GB endurance squad at the event, from which Chris Newton won gold in the points race and silver in the scratch race on the first two days of the event.
Youngsters Mark Christian and Luke Rowe, racing as Team 100% ME, came eighth in the madison final.
China won the team competition, as has every event host in the series so far.
But Great Britain lie second in the series overall with 216 points, 46 behind Germany, despite only using small squads.
Newton was the only Great Britain medallist returning to China for this event, the fourth of five in the World Cup series.
Many of the rest of the GB squad are expected back in action in the final event in Copenhagen in February, a month before the World Championships in Pruszkow, Poland.
