York City boss Martin Foyle slammed the performance of referee Geoff Eltringham after Saturday's defeat at Mansfield increased their relegation fears.
York stay 17th in Blue Square Premier after the 1-0 defeat but all their main rivals for the drop have games in hand.
Foyle told BBC Radio York: "I've just seen the replay of their penalty and it was absolutely scandalous.
"He (Eltringham) wanted to take the show today and was poor. The referee was well below Conference level."
Rob Duffy scored the game's only goal from the spot but Foyle felt that York should have had a penalty for handball in the second half.
"I've commented on many a good official this year but this one shouldn't be at this level," Foyle added.
Despite his frustration at the penalty, Foyle believes that his side had enough of the game to have won.

"I thought we were outstanding but we've got to be more ruthless in the box.
"People have got to take responsibility of having that final shot and that final cross.
"I can't criticize the lads. I thought we were organised and we gave them a problem and they didn't cause us a problem."
Although York are four points clear of trouble, they would drop into the relegation zone if the teams currently below them were to win their games in hand.
But Foyle believes they will not go down if they can repeat the passion and commitment they showed at Field Mill.
"If they can fight like that then they can get over that finishing line and we can rebuild for next season but, for the moment, we're still in that danger area.
York take a break from their league campaign when they entertain Kidderminster Harriers in an FA Trophy replay on Wednesday.
