A consortium headed by Southampton fan and barrister Jonathon Fulthorpe is set to launch a bid for the club, BBC Radio Solent understands.
Fulthorpe teamed up with local businessman John Cousins to work on a proposal for several months.
He has told the BBC that he and Cousins are committed fans of the club.
It is believed they have held several meetings with Saints club officials and have significant funds to aid the club.
In February, the club revealed they had held preliminary talks with "certain third parties".

Former manager George Burley admitted in August that he had been forced to sell his best players during the close-season to stave off the threat of administration.
Gareth Bale, Chris Baird and Kenwyne Jones all left the club, who are now struggling at the wrong end of the Championship table and still not clear of the threat of relegation.
