Preston manager Billy Davies is desperate to sign players on loan.
Davies, who has major injury problems in attack and the centre of defence, told the Lancashire Evening Post: "We have been trying the loan market.
"We've made lots of phone calls and been in contact with many clubs, but it is very difficult to bring anyone in. Clubs are reluctant to let players go.
"We do not want to bring just anyone in. We are looking for players of the right calibre."
Davies failed to persuade Blackburn to allow striker Matt Jansen to join on loan.
And he added: "I can promise the supporters we will continue looking. But at the moment we haven't had any success."
