Bristol Rovers have signed striker Andy Williams from Hereford and defender Joe Jacobson from Cardiff City.
Williams, 20, was offered a new contract by the Bulls, but has chosen to move to the Memorial Stadium.
Because the player is under 24, Hereford are entitled to a compensation fee, which will be settled by a tribunal if the clubs cannot agree.
Jacobson, also 20, played 13 games on loan for Rovers last season and like Williams, has signed a three-year deal.
Williams has scored 21 goals in 88 league and cup appearances since his debut for Hereford in March 2005.
The pair were both unveiled by Rovers at a news conference on Thursday.
