Portuguese teams avoided receiving an immediate ban from European football after Fifa opted to delay giving their verdict on a legal case.
Relegated for fielding an ineligible player, Gil Vicente broke rules of football's governing body with a civil bid to have their demotion overturned.
Fifa could react by banning the Portuguese national team and all their clubs from competitions they run.
The legal dispute will now be discussed at another Fifa meeting on Friday.
