£4m extra for children's services

Children's services in Powys are set to receive an extra £4m after a critical interim report by inspectors.

Details of where the money will be spent will be published within weeks.

The report published in June noted an "alarmingly negative" response to the department's work, while a staff survey revealed "dissatisfaction and disconnection".

A Powys council spokesman said it was taking steps and an action plan for improvements would be put forward soon.

Councillors have backed the investment in principle.

At the time of the interim report, the council said it was "taking decisive steps to put things right".

It has agreed the service will receive an additional £2m during the current financial year with a further £2m in 2006/2007.

Powys Council is taking action ahead of the full report which is published in September.

A council spokesman said: "Changes have already been made to the council's structure with children's social services being moved to the community services directorate.

"The council will be asked to agree an action plan for service changes and improvements in the coming weeks and formally approve the spending plans for the community services directorate."

The report was carried out jointly by the Social Services Inspectorate for Wales (SSIW) and the Audit Commission.

It revealed that 30% of staff posts were unfilled, with employees working 60 to 80 hours a week, leaving them dissatisfied and failing to carry out some file recording work properly.

File analysis was also described as representing "an unsafe service" and "results are likely to be poor" in relation to children in need.

The inspectors said, if changes was not brought about, the council was heading towards a situation where the Welsh Assembly Government could intervene.
