Five men are holding a protest on top of Liverpool's tallest building.
Three dressed as Father Christmas and two as Batman have been stood on top of St John's Beacon since 9am on Monday.
After the group, from the Fathers 4 Justice campaign, got onto the roof they unfurled banners saying: "Children need both parents at Christmas".
It is thought the men entered the building, better known as the Radio City tower, as the station is based there, claiming to be window cleaners.
A spokesman for Merseyside Police said: "The building is very high and wobbles in the wind, from the street you cannot really see them.
"They have said they are from the Fathers 4 Justice group and we have tried to talk them down but at the moment we are respecting their right to a peaceful protest.
"We have not had to close any roads, as the area below is heavily pedestrianised."
