In the wake of the enfranchisement of the middle classes and some of the skilled working classes by the Second Reform Act, Matthew Arnold wrote his classic, 'Culture and Anarchy' in 1868.
He argued that to use political power, all of society must be educated culturally in 'the pursuit of our total perfection' .
