Estonian President on ferry disaster report

The report says that while the Estonia had design faults, the crew was slow to respond to signs of trouble

Estonian President Lennart Meri's comments on the Estonia ferry disaster report as broadcast by Estonian radio:

For this reason it is first and foremost a task for ourselves to identify as to whether and to what extent we have succeeded in fulfilling our duties and obligations at sea.
